Our Trust Board (or Trustees) meet at least termly and our Members meet on an annual basis.

Members

Our Members Board comprises of five talented individuals with a wealth of experience in education governance and Diocesan operations.

The Members are the guardians of the vision and values of the Trust. The Members appoint trustees to ensure that the Trust’s aims and objects are carried out and are able to remove Trustees if they fail to fulfil this responsibility. Members have an overarching responsibility for the viability and performance of the Multi-Academy Trust through the appointment of Trustees. They also have the power to amend the Articles of Association that govern the way the Trust is constituted and managed.

Trust Board 

Our Trustees are responsible for the strategic direction of all 14 schools with TMPF Trust. This skilled team bring an array of skills, experience and expertise and are all dedicated to the best outcomes for the children whom we serve.

The Trustees are responsible for the general control and management of the administration of the Trust in accordance with the provisions set out in the Memorandum and Articles of Association. The Trust Board is the accountable body for the performance of all schools within the Trust and as such must:

  • Ensure clarity of vision, ethos and strategic direction;

  • Hold the Chief Executive Officer and senior leaders to account for the educational performance of the schools and their pupils, and the performance management / appraisal of these staff;

  • Oversee the financial performance of the Trust and make sure money is well spent. (DfE Academy Trust handbook, 2025)

I am a qualified solicitor and my particular area of expertise is representing youths and vulnerable clients.

I was a pupil at a school at St. Werburgh's C.E. Primary School and my two sons also attended the school.

I am a season ticket holder at Stoke City and still enjoy playing football whenever I can. My family all enjoy the countryside of the Staffordshire Moorlands and we love to be out walking and camping as often as possible. With these interests, I am also keen to promote sporting and outdoor activities for children across TMPF Trust.

Currently, I am Chair of the Trust Board; Link Trustee for Dilhorne Endowed C.E. Primary School; and am also part of the Human Resources, Audit Risk & Finance Committee; and the Growth & Development Committee.

We have lived in Cheadle since 2014, relocating from Essex. I have two daughters, both of whom were previously pupils at Bishop Rawle C.E. Primary School. I’ve been a Trustee since 2017 and have held various roles on the Trust Board in that time. I’m a volunteer at the Cheadle & District Foodbank, and I run a consultancy business helping financial planners deal with tax and pension queries. When I’m not doing that, I like walking my dog, Max, and pretending to be a gardener.

Thomas Cadman Link Trustee for Bishop Rawle C.E. Primary School; Chair of the Premises, Health & Safety Committee

I am a chartered building surveyor by profession and a Senior Associate Partner within my consultancy firm. Over the years, I have worked closely with MATs of all sizes and locations delivering capital refurbishment works, developing their strategic estates management plan and generally assisting funding applications. This experience has really opened my eyes as to how important the learning environment is to the success of a school and I am keen to bring this learning to TMPF Trust to ensure all pupils within the MAT enjoy a rich curriculum experience in a warm, safe and dry environment.

Growing up, I attended Bishop Rawle as a pupil and now two of my three children are also attending as students. From an early age, I played cricket for Cheadle Cricket Club until hanging my boots up when our third child came along! Now I enjoy sitting back watching my own children compete/participate in their own hobbies and being a season ticket holder at Stoke City FC.

I had a varied childhood, attending a small village church school in Staffordshire as well as international schools in Nepal and Malawi. I studied fashion design at university in London and began my career in design, before moving into marketing and later corporate brand licensing. I am now self-employed, working as a brand licensing and marketing consultant.

I live on a fossil fuel-free smallholding in the Peak District with my husband, our two young children and my parents, who live next door. As a trustee, I am keen to support the dedicated staff across our village schools so they can offer the very best experience for pupils. I strongly believe that the primary years are vital in shaping children’s futures and that values such as kindness, respect and hard work are essential in helping them grow into caring, responsible adults.

My childhood love of cars steered me towards a career in automotive engineering and this work fostered a lifelong passion for learning and STEM. After 10 years as an engineer, working at Jaguar Land Rover, Aston Martin and other car companies, I studied a master’s in business administration in Paris. Since then, I’ve worked as a corporate consultant specialising in strategy and marketing.

I have two daughters currently at a Trust school and I have witnessed the incredible skill, dedication and passion by the teachers as well as the parents that raise money for the benefit of the kids. I’ve been inspired by them to get involved and offer my support and experience to benefit all the Trust schools.

Pupil Welfare, Learning and Achievement Committee (PWLAC)

The PWLAC is responsible for: reporting to the full Trust Board; overseeing pupil welfare; receiving and reviewing reports on pupil wellbeing initiatives; overseeing safeguarding provision; monitoring and evaluating the standards of achievement including pupil attainment, progress against targets, and outcomes; monitoring and evaluating attendance data. It is responsible for receiving and reviewing: reports about teaching and learning; school action/development plans and impact reports; subject and curriculum action/development plans and impact reports; action/development plans and impact reports for EYFS and other areas of learning as requested; data analysis on pupil achievement; reports on the impact of Continued Professional Development; receiving and reviewing reports of curriculum initiatives/ developments, enrichment initiatives, whole school initiatives, Trust-wide initiatives; updates on the progress of Early Career Teachers; parental/carer views. The PWLAC will also monitor Special Educational Needs and Disabilities (SENDs) provision; and ensure that the Christian character of all Anglican schools is promoted, maintained and valued.

The Pupil Welfare Learning and Achievement Committee (PWLAC) is responsible for reporting to the full Trust Board. The PWLAC cover areas including: pupil wellbeing initiatives; safeguarding provision; pupil achievement and attainment; attendance data; teaching and learning overviews; school and subject action and development plans; staff Continued Professional Development; enrichment initiatives; the progress of Early Career Teachers (ECTs); parental/ carer views; and Special Educational Needs and Disabilities. The committee also review that the Christian character of all Anglican schools in promoted, maintained and valued.

Human Resources, Audit, Risk and Finance Committee (HRARFC)

The Moorlands Primary Federation HRARFC is responsible for: Reporting to the full Trust Board; annually formulating and reviewing the staffing structure and organisation in consultation with the Trust Leadership Team; ensuring that all procedures relating to the recruitment, selection and appointment of all staff in each academy meet statutory and safeguarding requirements; overseeing staffing, including recruitment, CPD, pay policy, academy structure and organisation, plus the Chief Executive Officer’s Performance Management; monitoring staff well-being and teacher workload whilst developing the quality of the workforce – considering strategies to aid staff retention.

The HRARFC is responsible for: ensuring that all Trust academies adhere to the current Academy Trust Handbook (Sept. 2025); establishing the rust Scheme of Delegation; agreeing the annual budget for approval by the full Trust Board, monitor the budget and make finance recommendations; overseeing the human resource and financial delivery of development/ improvement plans; monitoring budgetary positions.

The committee is responsible for updating the Trust Strategic Business Plan and monitor the Key Performance Measures; ensuring the annual financial statements and accounts are produced in accordance with the Companies Act 1985 and the Education and Skills Funding Agency (ESFA)/Department for Education (DfE) guidance issued to academies; reviewing and approving human resource and finance associated policies; reviewing and approving systems of internal financial control and management of risks, including maintaining and reviewing annually the Trust’s Risk Register; ensuring internal scrutiny is fit for purpose, including the receiving and respond to reports of the Responsible Officer; receiving and reviewing termly finance reports; receiving and responding to auditors’ reports; notifying the ESFA of any significant changes to the budget; seeking approval from the Secretary of State (through the ESFA) in advance of borrowing.

The Human Resources, Audit, Risk and Finance Committee (HRARFC) is responsible for reporting to the full Trust Board. The HRARFC is responsible for the overview of: Human Resources (HR); recruitment and retention; CPD; pay; staffing; performance management of the CEO; staff wellbeing and reviewing polices within the areas of its full remit. The HRARFC is responsible for ensuring that all Trust academies adhere to the current Academy Trust Handbook (September 2025); establishing the Scheme of Delegation; agreeing annual budgets (for submission to the full Trust Board); monitoring of the budget; overseeing Human Resources (HR) and the financial delivery of development/ improvement plans; overseeing Trust finances and financial control; risk management; ensuring appropriate internal scrutiny; ensuring that annual financial statements and accounts are produced in accordance with the Companies Act 1985 and the Education and Skills Funding Agency (ESFA)/ Department for Education (DfE) guidance; annually reviewing auditors’ reports and liaising with the Secretary of State (via the ESFA) in advance of any borrowing.

Premises, Buildings, Health and Safety Committee (PBHSC)

The Moorlands Primary Federation PBHS Committee is responsible for: reporting to the full Trust Board; ensuring that the Trust and each academy complies with all relevant legislation, including but not restricted to, the Health and Safety Act and that both grounds and premises are fit for purpose; preparing, maintaining and reviewing relevant policies at regular intervals; checking progress is being made to achieve Health and Safety action plans; checking adequate funding is allocated to meet core Health and Safety requirements.

Admissions, Appeals and Discipline Committee (AADC)

The Moorlands Primary Federation AADC is responsible for: reporting to the full Trust Board; reviewing and agreeing pupil admissions which are not deemed ‘regular’; reviewing and deciding upon any matter of appeals; administering all referred matters of pupils and staff discipline as per Trust policy; conducting Permanent Exclusion and Suspension review meetings; investigating complaints as per the Trust’s Complaints Policy.

Growth and Development Committee (GDC)

The Moorlands Primary Federation GDC is responsible for monitoring, evaluating, advising and reporting on: the planned growth strategy in TMPF’s Strategic Business Plan; plans for internal growth of TMPF; elements of risk management and control relevant to the growth and development of the Trust; potential schools or academies seeking to join the Trust, or identified by the Trust as being possible future partners; the successful integration of new schools into the Trust; consideration of possible changes to roles in the Trust’s central team. The committee is responsible for; the inclusion of stakeholders and the community; new activities to support future growth and development of the Trust; elements of auditor’s reports relevant to growth and development of TMPF; ultimate responsibility for growth and development, and decision-making relating to growth and development of the Trust rests with the full Trust Board; the GDC will offer recommendations for the purpose of making decisions; the GDC will liaise/ consult with other Trust Board Committees for the purposes of informing recommendations.
